Renewable Energy in Ukraine in 2025: Overview of the Landscape, Challenges and Prospects

Ukraine entered 2025 with a clear course toward energy independence, and renewable energy plays a key role in this process. Despite the challenges posed by the war and damage to infrastructure, the industry demonstrates resilience, restores its capacities and attracts investment.

The Natural Resources and Energy industry group at BDO in Ukraine has prepared the analytical report entitled “Renewable Energy in Ukraine: Production, Investment and Prospects”, which covers the key aspects of renewable energy sector (RES) development in 2025. This material is part of the group’s annual work, which aims to gain a deeper understanding of the industries that are of strategic importance to the country’s economy.

The report was compiled in response to the challenges currently being faced by Ukraine’s energy system. Despite stable operations, the continued vulnerability of the system is due to ongoing shelling, especially in frontline regions. The government and the Ministry of Energy emphasise the need for protection, modernisation and support.

Achievements and financing
  • More than 1.5 GW of capacity restored, another 1 GW planned.
  • Over €1.2 billion in international aid attracted to strengthen critical infrastructure.
  • Banks received more than 4,500 applications for project financing, 705 MW financed.
  • Private investors (EBRD, EU, Elementum Energy, Notus Energy, DTEK, Octopus Energy) invested over €10 billion.
  • 21 regions engaged in the energy decentralisation process.

  • Solar energy: up to 12.2 GW (+77.5%)
  • Wind energy: up to 6.2 GW (+372.9%)
  • Bioenergy: up to 876 MW (+317.1%)
 
Market trends
  • As of July 2025, there are 2,427 renewable energy producers operating, more than 85% of which are solar plants.
  • Imports of solar panels are increasing, with prices decreasing by at least 20 times over the last 15 years.
  • The most popular investment areas are solar generation and cogeneration facilities.
  • Western and southern regions are experiencing the greatest development, while the east remains vulnerable due to ongoing hostilities.
