Energy Day 2025: Recovery, Investment and Strategy for Ukraine’s Energy Transition

In early June, the European Business Association held its annual Energy Day event, bringing together the representatives of the business and government agencies, experts, and international partners.
   
This year’s event was dedicated to the challenges and prospects of Ukraine’s energy system in the context of war, with a special focus on decentralisation, renewable energy sources and the localisation of critical technologies.

Anna Matiushko and Dmytro Prokopenko, members of the Natural Resources and Energy industry group at BDO in Ukraine, represented the company at the event. Their attendance confirmed the company’s active support for energy initiatives aimed at sustainable recovery of Ukraine and its integration into the European energy sector.

Numerous representatives from various sectors attended the Energy Day 2025, including the government officials, business representatives and international partners. Among them were:
  • Yuliia Kyian — Director General for Strategic Planning and European Integration Ministry of Energy of Ukraine
  • Andrii Gerus — Chairman of the Committee of the Verkhovna Rada of Ukraine on energy and housing and communal services
  • Aron Kerpel-Fronius — Energy Adviser, EU Delegation to Ukraine
  • Maria Malaya — First Deputy Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine
  • Denys Kostiuk — Head of Business Development Department, Naftogaz.

Energy as a pillar of national security and economic development
Svitlana Mykhailovska, Deputy Director of the European Business Association, emphasised the critical role of energy for both the economy and society. She stressed the need for short- and medium-term measures to support businesses amid attacks on infrastructure.

Yuliia Kyian, Director General for Strategic Planning and European Integration, noted that, despite constant attacks, the energy sector is demonstrating high adaptability and requires close cooperation between the state, businesses, and international partners.

Robert Kirchner, Head of the Berlin Economics team, emphasised that energy security offers opportunities for innovation, sustainable development, integration into the European market  and ensuring security.

Transition to green and decentralised generation
One of the key outcomes of the conference was confirmation of the shift towards decentralised energy. Ukraine is preparing for the next heating season by taking into account the previous attacks on critical infrastructure. Despite ongoing attacks, 5 GW of the destroyed 10 GW capacity has been restored, thanks to international support, including the Energy Support Fund for Ukraine (€1.145 billion from 33 donors). The search for sustainable solutions is leading to an increased reliance on solar, wind, geothermal and bioenergy, particularly in regions where centralised supply is vulnerable.

Decentralised solutions are being prioritised, including initiatives such as the Ray of Hope (providing hospitals with solar power), and 0% loans for households to invest in renewable energy.

This is not merely a survival strategy, but also an opportunity to create a new model of the energy system: flexible, technological, and independent.


Reconstruction and modernisation of energy infrastructure
Ukraine’s energy infrastructure has been under systematic attacks since October 2022. By 2024, over 50% of the destroyed capacity had been restored. However, gas security has become a new challenge, with attacks on storage facilities hindering preparations for the heating season.

The Ministry of Energy of Ukraine is implementing a number of stabilisation measures:
  • A humanitarian hub for generation assistance with over 24 thousand tonnes of equipment;
  • An energy support fund of €1.1 billion has been established with the participation of the European Commission.
Priorities for 2025 include:
  • Protection of critical infrastructure;
  • Accumulation of gas reserves;
  • Development of decentralised generation;
  • Market liberalisation and European integration.

Oleksii Brecht, Acting Chairman of the Board of NEC Ukrenergo, confirmed that Ukraine’s energy system will be under control by summer 2025, with generation able to meet domestic consumption.

Localisation of production: economic potential and industrial growth
One of the main topics at Energy Day 2025 was a Berlin Economics study which highlighted the prospects for Ukraine to produce green technology on a local level. According to the study, Ukraine has substantial opportunities to develop the production of renewable energy components, creating thousands of new jobs and making a significant economic contribution in the process.

The country has the technical, human and resource prerequisites to launch its own production of key components for renewable energy. This would strengthen energy independence and open up new markets, stimulating industrial development, particularly in metallurgy, mechanical engineering and IT.

European integration and investment attractiveness
EU partners have confirmed their interest in developing production in Ukraine, but have stressed the need for stable rules. In order to attract investment, the following are required:
  • predictable regulatory policy;
  • simplified licensing procedures;
  • access to preferential financing;
  • insurance against political and military risks.

Aron Kerpel-Fronius, Energy Advisor to the EU Delegation, emphasised the importance of strategic planning in terms of the location of power generation and market liberalisation, as well as integration with the EU energy system by 2027.
