BDO launches Ukrainian Task Force to drive recovery and Public Sector transformation

BDO has officially launched the Ukrainian Task Force (UTF), a strategic initiative spearheaded by BDO Global Public Sector Leadership and operationally led by BDO in Ukraine. The UTF is designed to coordinate both international and local efforts in support of Ukraine’s recovery, reconstruction and public sector transformation amid ongoing challenges.

The UTF is structured to ensure strategic alignment and operational efficiency through a multi-tiered governance model:
  • Steering Committee (Global Level): This body provides strategic oversight and ensures alignment with BDO’s global priorities. It includes representatives from BDO Global Public Sector Industry Group Leadership and key country offices.
  • Extended UTF Network: This network comprises Single Points of Contact (SPOCs) from BDO offices worldwide and engages in quarterly coordination calls and tracking of emerging opportunities.

Key Focus Areas
The UTF is actively engaged in several core activities aimed at maximising impact and scalability:

1.    Market Engagement & Go-to-Market Strategy

The task force is developing a scalable go-to-market (GTM) model tailored to Ukraine-related public sector initiatives, aligning international expertise with local needs. 

2.   Policy Support & Stakeholder Engagement

BDO contributes to shaping policy recommendations and providing technical input to government stakeholders and international partners to strengthen institutional resilience and governance frameworks in Ukraine.

3.   Donor Coordination & Compliance Advisory

BDO acts as a trusted advisor in coordinating donor-funded initiatives, ensuring alignment with international standards, and reporting on compliance and fiduciary responsibility. BDO also supports Ukrainian institutions in absorbing and managing aid effectively.

4.   Data-Driven Recovery & Digital Infrastructure

BDO leverages advanced data analytics, digital monitoring tools, and AI-driven solutions to inform recovery planning, enhance transparency, and support digital governance initiatives across sectors and regions.


BDO in Ukraine’s commitment to the country’s recovery
BDO in Ukraine has been actively involved in Ukraine’s Recovery initiatives, working alongside with the Ukrainian government and the private sector to support recovery efforts, including:
  • Public Advocacy and Global Representation: BDO’s leadership team, including CEO Vira Savchenko and Head of Advisory Andrii Borenkov, has actively represented the Ukrainian private sector at high-level international platforms. These include the ReBuild Ukraine conferences in Warsaw and Toronto, the “Doing Business in Ukraine” conference hosted by CSIS in Washington, and multiple recovery-focused roundtables. Through these engagements, BDO advocates for sustainable reconstruction, private sector engagement, and investment facilitation.
  • Investment Promotion and Project Development: BDO in Ukraine played a pivotal role in developing the investment project pipeline for the Ukraine Recovery Conferences (URC) in 2024 and 2025. In collaboration with the Ministry of Economy and the Kyiv School of Economics, BDO engaged with over 100 organisations to identify and refine potentially bankable projects. The firm provided analytical support for financial modelling, standardised presentation materials and contributed to the official URC 2024/2025 Investment Guides.
  • Investor Guidance: To streamline the entry of foreign investors, BDO in Ukraine has compiled the Investor’s Guide to Ukraine’s Reconstruction — a practical and user-friendly resource that consolidates essential data, legal insights, and investment tips to help international stakeholders confidently navigate the Ukrainian market.
  • Support for Municipalities and Green Recovery: BDO assists Ukrainian local governments in preparing and applying for international grants, offering tools and training programmes (including AI-driven solutions) to build institutional capacity. The ESG team collaborates closely with municipalities and central authorities to shape a sustainable, environmentally focused post-war recovery strategy.
