EBA Updates Business Support Recommendations for Frontline Regions with Participation of BDO in Ukraine
The conditions under which businesses operate in frontline territories require special attention and systematic support. Continuous updates of analytical documents and policy proposals are essential to developing effective solutions aimed at strengthening resilience and supporting the recovery of these regions.
To this end, the European Business Association, with the involvement of experts from BDO in Ukraine, has released the third edition of the “Proposals on Supporting Businesses in Frontline Regions.” The updated package of proposals has been submitted to the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, the Verkhovna Rada of Ukraine, the National Bank of Ukraine, the Ministry of Economy, Environment and Agriculture, as well as the Delegation of the European Union to Ukraine.
The updated document presents a comprehensive set of proposals aimed at mitigating wartime and financial risks, supporting employment, developing logistics infrastructure, and expanding businesses’ access to financing and investment.
These include:
- the establishment of a dedicated state programme to support businesses in frontline regions
- the development of war risk insurance mechanisms
- tax incentives for enterprises operating in frontline areas
- compensation for logistics costs and the development of logistics infrastructure
- the expansion of access to credit, grant programmes, and financial instruments
- support for enterprises’ energy resilience
- incentives to encourage the return of the economically active population and the development of human capital
- the establishment of special economic zones to attract investment to affected regions.
