Section 3. Key markets overview
Why Ukraine – strategic logic
Strategic Location – A Key Regional Economic Hub

Ukraine country context
Ukraine remains a wartime economy. The operating environment can differ significantly by region, and conditions can change quickly as security, infrastructure and regulatory measures evolve.
For many commercial opportunities in 2026, demand is concentrated in recovery and resilience projects that can be delivered in the near term, often supported by public budgets, international financial institutions and donor programs. Procurement rules and compliance requirements depend on the funding source and the contracting authority.
High potential sectors
Recovery demand drivers and where opportunities concentrate
The World Bank’s RDNA5 estimates total reconstruction and recovery needs of USD 587.7 billion over the next decade (assessment as of December 31, 2025). About 14% of the housing stock has been damaged or destroyed (affecting more than 3 million households). The energy and extractives sector’s recovery needs increased by 33.7% since RDNA4.
High-level reconstruction needs are significant, but they do not always translate into immediate, commercially viable projects. In 2026, many near-term opportunities are more likely to be in central and western regions, where projects can be delivered with relatively lower operational disruption. Funding is often directed toward shorter-horizon activities such as critical repairs, distributed resilience upgrades, and municipal modernization rather than very long-term, large-scale infrastructure builds.
