Ukrainian investment projects ecosystem

Ukrainian investment projects ecosystem

Once you have defined your goal and selected your entry pillar, the next step is operational: where exactly to look for opportunities, through which platforms and resources, and at what stage.

Ukraine’s ecosystem offers multiple access points. They should be used selectively, depending on the pillar you pursue. This section maps where opportunities surface in practice – not how deals are structured.

Pipeline 1. Public and recovery driven opportunities

Use this pillar if your goal is to sell, bid or invest into public or recovery projects.

Where to look

  • DREAM – the central platform reflecting public investment and recovery needs at national, regional and municipal level
  • Unified Portfolio of Public Investment Projects – approved priority projects backed by public funding logic
  • Public procurement systems (Prozorro) – for formal tender announcements and contract award stages

How these resources are used

  • To identify what the state and communities plan to implement
  • To track projects before procurement is launched
  • To understand priority sectors, locations and timelines

Important. These platforms provide early visibility, not ready to bid contracts. They signal what is coming, not what is being awarded.

See Annex Е1. Unified portfolio of public investment projects;

      Annex Е2. DREAM platform;

      Annex D8. Guide to electronic public procurement system in Ukraine

Pipeline 2. Donor- and IFI-funded projects

Use this pillar if your goal is to work on donor  or IFI financed projects.

Where to look

  • IFI project pipelines and country strategies (World Bank, EBRD, EIB and others)
  • Implementing agencies and project preparation facilities
  • Donor procurement portals used by IFIs and development partners

How these resources are used

  • To position well before tenders are announced
  • To understand eligibility, procurement rules and delivery models
  • To identify future opportunities at the project preparation stage

Important. This pillar rewards early engagement and compliance readiness, not reactive bidding.

See Annex E. Financial and State Support Programmes

Pipeline 3. Private sector and partnership based opportunities

Use this pillar if your goal is to sell, partner or gradually enter the market through commercial projects.

Where to look

  • Investment Opportunities Map (EBA) – private and semi public investment initiatives
  • Ukraine Investment Catalogue – curated investment projects and sponsors
  • NAZOVNI platform – partner and supplier matchmaking
  • Business associations and chambers of commerce – sector specific access and networks

How these resources are used

  • To identify commercial demand and project sponsors
  • To find local partners, subcontractors and representatives
  • To build project specific delivery chains

Important. Private opportunities move faster, but require strong upfront structuring: payment security, tax exposure and delivery responsibility must be addressed early.

See Annex Е3. Investment Opportunities Map of Ukraine (EBA);

      Annex Е4. Ukraine Investment Catalogue;

      Annex Е6. NAZOVNI platform;

      Annex Е7. International Chambers of Commerce / Business Associations

Pipeline 4. Asset based entry: PPP, privatization and transactions

Use this pillar if your goal is ownership, long term control or strategic positioning.

Where to look

  • PPP and concession pipelines coordinated by the PPP Agency
  • Privatization and leasing mechanisms
  • Prozorro.Sale – transparent platform for asset transactions
  • How these resources are used
  • To identify assets rather than contracts
  • To assess ownership, concession or control models
  • To plan post transaction execution and operations

Important. This pillar is transaction driven, not sales driven. Due diligence and operational capacity are critical.

See Annex Е5. The State Organization Agency on Support Public-Private Partnership (PPP Agency);

      Annex D7. Privatization process in Ukraine

What applies across all pillars

Some resources support all entry pillars, rather than any single one.

Facilitation

  • UkraineInvest – national investment facilitation body supporting navigation across institutions and stakeholders (see Annex G10)

Facilitation helps with access and orientation, but does not replace commercial negotiations, structuring or risk assessment.

Financing and risk mitigation

  • IFIs, DFIs and ECAs
  • Guarantees, insurance and risk sharing instruments

These tools often determine whether an opportunity is viable at all, especially for large scale or long-term projects.
