Section 7. Financial and state support: available programmes

Ukraine’s recovery and investment environment is supported by a set of financial and state backed programmes aimed at reducing risk and enabling private participation.

This section provides an overview of existing support instruments reflected in this Guide.

International financial institutions (IFIs)

International financial institutions play a central role in financing investment and recovery projects in Ukraine.

They typically provide:

  • loans and co financing for public and private projects;
  • guarantees and risk sharing instruments;
  • technical assistance linked to project preparation.

Role in practice: IFIs often act as anchor partners, improving credibility and bankability of projects.

Export credit agencies (ECAs)

Export credit agencies support cross border supply and equipment financing related to Ukraine.

They typically provide:

  • export credit insurance and guarantees;
  • support for supplier and buyer credits;
  • country specific facilities dedicated to Ukraine.

Role in practice: ECAs reduce payment and political risk and enable longer term supply contracts.

Political and war risk insurance

Political and war risk insurance is a key enabling instrument for many investments.

It typically provides:

  • coverage against political and war related risks;
  • protection for investors and lenders.

Role in practice: Such insurance is often a precondition for attracting financing or private capital.

Donor and public support programmes

Donor and public funding supports project preparation, recovery and priority investments.

It typically includes:

  • grants and co financing;
  • support for feasibility studies and preparation;
  • budget backed programmes for priority sectors.

Role in practice: Public and donor support reduces upfront risk and helps projects reach bankability.

How support instruments are used

In practice, support instruments are combined rather than used in isolation, for example:

  • donor or public funding combined with IFI financing;
  • ECA guarantees combined with commercial lending;
  • insurance combined with private investment.

Key principle: Support instruments enable viable projects – they do not replace sound business models, clear payment sources or prepared projects.

See Annex F. Financial and State Support Programmes

Support instruments are enablers – not substitutes for project viability.
