Diia.City residents are companies and individual entrepreneurs registered under a special legal regime designed to foster the development of the IT industry in Ukraine. They benefit from tax, labour and other incentives aimed at promoting innovation and attracting investment.
By June 1 of the year following the reporting period, residents must submit an annual report on compliance with the requirements of Law No. 1667-IX to the Ministry of Digital Transformation (MinDigital), together with independent audit opinion.
Only audit entities that are eligible to perform statutory audits of financial statements and are included in the Register of auditors and audit entities in Sections 3 or 4 may conduct such audits.
The audit is conducted in accordance with International Standard on Assurance Engagements (ISAE) 3000: “Assurance Engagements Other than Audits or Reviews of Historical Financial Information.”
If a resident fails to submit the report or the audit opinion more than once, they may lose their Diia.City resident status.
Starting in 2025, if the audit confirms non-compliance with the requirements of Law No. 1667-IX, MinDigital may revoke the resident status based on the 2024 report.

Glossary
Audit of Diia.City Residents — an independent assessment of a company’s compliance with the criteria set out in Law No. 1667-IX, followed by submission of an audit opinion to the Ministry of Digital Transformation.
Gig specialists — IT professionals engaged by Diia.City residents under gig contracts to perform work in the IT sphere.
Qualified income — an income earned by a legal entity from activities defined by law, which must constitute at least 90% of the total.
MinDigital — the Ministry of Digital Transformation of Ukraine, the authorised body responsible for receiving compliance reports from Diia.City residents and monitoring adherence to the Law.
ISAE 3000 — the International Standard on Assurance Engagements applicable to assurance engagements that are not audits or reviews of historical financial information; used for auditing Diia.City compliance reports.
Independent audit opinion — a document issued by an audit entity confirming the reliability of the data presented in the Diia.City resident’s annual compliance report.
Annual compliance report — a report submitted annually by a Diia.City resident to MinDigital confirming compliance with Article 5 of Law No. 1667-IX.
Diia.City resident — a company or an entrepreneur registered under the Diia.City legal regime that meets the criteria established by law.
Diia.City resident status — an official recognition of a company as a regime participant, which may be revoked in case of non-compliance with legal requirements.
Law No. 1667-IX — the Law of Ukraine “On Stimulating the Development of the Digital Economy in Ukraine,” which governs the activities of Diia.City residents, reporting procedures and audit requirements.
